On May 11 plaintiffs The Cultural Landscape Foundation and CEO Charles A. Birnbaum filed an emergency lawsuit in the U.S. District Court for the District of Columbia. They name the Department of the Interior, Interior Secretary Doug Burgum, the National Park Service and acting NPS Director Jessica Bowron, alleging officials moved ahead without mandatory historic preservation reviews.
